1. Social Mobilization and Institutional Development (SM&ID)

Through the Scheme, Oulgaret Municipality has formed 321 Self Help Groups upto the year 2015-16, during the 2016-17 in additional 82 self Help Groups have been formed and in total 403 Self Help Groups are functioning in this Municipality.

These 403 Self Help Groups are being as TCS (Thrift Credit Society) groups and the same has been updated in the official site. Out of the said 403 TCS groups, during the year 2016-17, 76 TCS Groups are being benefited under the scheme of revolving fund, thereby an amount Rs.10,000/- have been given as revolving fund in to Rs..7, 60,000/- (Rs.10, 000 X 76) have been spent during the financial year.

Hence, all the 76 TCS groups have been directed to open a Bank Account in their respective group name, and the said revolving fund are being operated through the Bank Account only. All the benefit to the groups is also being deposited and operated through their respective Bank Account.

Further, out of the said TCS groups 26 ALF (Area Level Federation) groups are being formed as on date from among the TCS groups, out of the said 23 ALF groups proposal for grant of Revolving fund for the 20 ALF groups has already been sent to PUDA, LAD, Puducherry, and the sanctioned Rs.10,000,00/- received from LAD, Further, one CLF (City Level Federation) are also formed as on date.

2. Capacity Building and Training (CB &T)

Through the NULM Project, 700 members of Self Help Groups are participated in the SLRM Project conducted by Vellore Thiru Srinivasan in closed auditorium in Kamban Kalai Arangm, Puducherry, in the said project, 300 Sanitary Workers are also involved.

From among the members who have participated in the said Training Programme 171 Self Help Group members from Oulgaret Municipality and 73 members from Pondicherry Municipality total 264 members have been involved for 40 days job opportunity Training Work Shop. As Directed by the Lt. Governor 40 members (OM & PM) are being involved in preparation of compost from the tree leaves waste at Bharathi Park, Puducherry and necessary Certificate for the participate are kept ready for issuing the same to the members.

3. Employment through Skill Training Placement (EST & T)

In the NULM Skill Training Programme of Oulgaret Municipality, 228 Self Help Group members have already undergone various Training Programmes and the payment has been settled

Now various training programmes for 217 members are in the on going process in various centers are as detailed below.

5. Support to Urban Street Vendors (SUSV):

DAY-NULM stands for Deen Dayal Antyodaya Yojana – National Urban Livelihood Mission. It is a scheme under the Ministry of Housing and Urban Affairs that focuses on reducing poverty and vulnerability of the urban poor households.

Under this centrally sponsored scheme of DAY-NULM “Support to Urban Street Vendors” is one of the prime component. The Scheme aims to provide various welfare measures like self-employment, convenient access to goods and services, support to business etc. to urban vendors.

The objective of the component is to address the vulnerabilities of the urban street vendors through a multi-pronged approach. This includes Sub Components:

In this regards Oulgaret Municipality survey has been conducted and 920 nos. of street vendors were issued identity cards and vending certificate. Provisional Town Vending Committee meeting was held on 6th December 2022 to discuss about the conduct of election to select 12 street vendor members of permanent town vending committee by adopting the procedures in consonance with (i) Street Vendors (Protection of Livelihood and Regulation of Street Vending) Atc., 2014 dt. 05-03-2014 of Government of India (ii) Puducherry Street Vendors (Protection of Livelihood and Regulation of Street Vending) Rules, 2017. Dt. 18-01-2017 of Government of Puducherry. During the meeting the commissioner, Oulgaret Municipality briefed the importance and advantages of forming Regular Town Vending Committee. The following were discussed and finalized during the meeting.

A) The reservation of representative of street vendors contesting in the election are considered as per the reservation policy allotments made by the State election commission for Local Body Elections in Oulgaret Muicpality area. The reservation allotment proposed for each category is tabulated as below.

• B) The Critical election dates are as follows :

C) The Election venue has been proposed at City Livelihood Center (CLC) Oulgaret Municipality, 1st floor, Modern Hygienic Fish Market, East Coast Road, Kottupalayam, Puducherry, 605013.

D) The 12 members of street vendors who are ought to be elected should possess Street Vending Certificate issued by Oulgaret Municipality. The member of Street Vendor who nominate for the election and also Street Vendor who vote for the election should possess vending certificate and identity card issued by this Oulgaret Municipality (Voter list of their respective constituency).The Street vendors who opt to Vote in the said election shall have to bring their Street Vending Certificate while voting. As per the said G.O , It is mandatory that one street vendor has to propose the candidate and another one should sign as seconder for him in the Nomination form (Form1)

E) All the 920 Street Vendors identified and provided with Certificate of Vending are to be provided with the general instructions to be followed for nomination and voting in the election along with Nomination form through Speed post to their respective individual residential address provided in the Certificate of Vending.

F) The Nomination form is to be duly filled and attached with a Demand draft of Rs. 2,000/-(Rupees Two thousand only) from the Nationalist bank and submitted to Returning Officer Thiru. G. Saravanan in his Office, Room Number 22, at Oulgaret Municipality, Jawahar Nagar, Puducherry-05 form 10.00 AM to 5.00 PM on office working days as per the critical days at pre para 19 (b) of this n/f ante.

G) The deposit amount is refundable only if the particular candidate contesting in the election obtains not less than 1/6th of the polled votes in that particular category. Otherwise, the Deposit amount will be forfeited and deposited in Oulgaret Municipal Account.
