Role & Importance
The NULM Section serves as an important community-government interface, enabling economically vulnerable urban households to access livelihood opportunities, institutional support and social protection. It is the nodal cell for the implementation, coordination, handholding and convergence of urban livelihood and community-development programmes aimed at the urban poor, Self-Help Groups (SHGs), street vendors, vulnerable workers and other economically disadvantaged sections of the urban community.
Continued Support & Convergence
The Cell carries forward the community institutions and livelihood initiatives established under Deendayal Antyodaya Yojana – National Urban Livelihoods Mission (DAY-NULM) and provides continuous handholding and institutional support to 500+ SHGs formed under the DAY-NULM framework. The day-to-day activities of the Cell substantially involve strengthening these community institutions through regular Area Level Federation (ALF) meetings, Capacity Building, SHG handholding, financial linkage, livelihood promotion and convergence with various Government schemes. The City Level Federation (CLF) is also facilitated and supported through regular meetings, including twice-monthly CLF meetings, for effective community-level planning, coordination and decision-making.
The Cell also serves as the nodal implementing and coordinating unit for PM SVANidhi, supporting street vendors through identification, facilitation of institutional credit, digital and financial inclusion, capacity building, livelihood promotion and convergence with welfare and social-security schemes.
In addition, Oulgaret Municipality is implementing the Deendayal Antyodaya Yojana – Shehri (DAY-J-S) Pilot, through which the Cell works towards identifying, organising and supporting vulnerable urban workers and strengthening their access to livelihood opportunities, social protection, welfare entitlements and appropriate community and social infrastructure.
The section functions as a community–government–financial institution interface, connecting urban communities with Government programmes, livelihood opportunities, credit facilities, social protection and institutional support.
The section aims to move beyond mere scheme implementation towards sustained community institution building, livelihood enhancement, financial inclusion and social empowerment, thereby enabling urban poor and vulnerable communities to become more economically secure, self-reliant and resilient.
